Does a U.S. state have the right to secede from the union? Would the federal government even bother fighting?

...fighting a civil a war over this again? if a state's governor were to announce independence and refuse to follow federal law, and suddenly set up a court system and made the state a dictatorship, would the federal government even bother responding?
